What experience do you have of cycling in the Southampton area?

Warwick Alexander PAYNE (Labour and Co-operative Party) Plenty. My current bike is a Carrera Subway 1. I tend to cycle more for pleasure than commuting and really enjoy it. I wish I had more opportunity to ride more in my leisure time.

We believe that 20mph should be the norm for local streets in residential areas (as distinct from main connecting roads). 20mph would: greatly encourage walking and cycling; improve the quality of life in an area for residents; and would not delay car journeys significantly (because only the start/end of a journey would be affected). Do you agree that 20mph should become the norm for local streets in Southampton?

Warwick Alexander PAYNE (Labour and Co-operative Party) In principle, yes. The main barriers to be overcome, as I understand it, are cost and a lack of police resources to actually enforce them, but I’m certainly not against the idea.

11,000 people took part in last year’s Sky Ride in Southampton. If you are elected what would you do to encourage these same people to cycle regularly in the city.

Sue ATKINS (Trade Unionist and Socialist Coalition) I would provide dedicated cycle paths that do not suddenly end at major junctions. I would provide cycle paths across parks and other public land so avoiding the use of roads where possible.

Warwick Alexander PAYNE (Labour and Co-operative Party) I was one of the first riders over the line at last year’s Sky ride, which was good fun. One thing I’d find useful to boost cycling would be more events of this type to spread the word.

How important do you consider the role of active travel (cycling and walking) in improving the air quality in the city and so avoid paying a large fine to the EU.

Warwick Alexander PAYNE (Labour and Co-operative Party) If you can replace more polluting journeys (short trip in a diesel car for instance) with walking, cycling or public transport that’s obviously helpful. In terms of doing my bit, I drove less than 4,000 miles last year and drive a mini.

London’s Mayor has launched plans for proper prioritisation of space for cycling in London, with a 15-mile substantially-segregated route by removing traffic lanes from cars, three ‘mini-Hollands’ and more. Would you and your party support a new London-style bike plan for Southampton?

Do you believe that Dutch-quality cycle provision, with cycle tracks that are separate both from pedestrians and motor traffic and that have priority over side roads should be our aspiration and should a) be included within all new traffic schemes and b) be considered and consulted on for all modifications to existing schemes?

Warwick Alexander PAYNE (Labour and Co-operative Party) As a cyclist, I prefer trials, tracks and quiet roads. As a pedestrian I actually found Amsterdam quite intimidating on my sole visit as some cyclists seemed to think they owned the place and rode badly as a result.

Do you support our view that traffic policing, of all groups of road users (cyclists, drivers, etc), should become a greater police priority, and that this should be evidence-based, namely based on the relative levels of danger presented by each such group?

Warwick Alexander PAYNE (Labour and Co-operative Party) I believe policing priorities are set in the right way as it stands using community meetings informed by data. If local residents deem traffic policing a priority, then it happens, which is the democratic way of doing things.

Do you have any other general cycling-related comments or points? And what support have you given for cycling and walking, or sustainable transport more generally, in the recent past?

Sue ATKINS (Trade Unionist and Socialist Coalition)

I support the aims of your campaign and would cycle myself if I felt it was safe.  However, I walk regularly and use public transport whenever possible.  I campaign to bring buses and trains back into public ownership so that they can be planned and integrated as a public service rather than a means to make profit.  This would reduce congestion on the roads and make cycling a more attractive and safe option.
