What experience do you have of cycling in the Southampton area?

We believe that 20mph should be the norm for local streets in residential areas (as distinct from main connecting roads). 20mph would: greatly encourage walking and cycling; improve the quality of life in an area for residents; and would not delay car journeys significantly (because only the start/end of a journey would be affected). Do you agree that 20mph should become the norm for local streets in Southampton?

Jules POULAIN (Liberal Democrat)	I would support an extension of 20mph speed limit zones, as not only would this encourage cycling and lead to the other benefits mentioned above, it would also reduce the number of collisions. In my hometown of Brighton, the introduction of 20mph zones led to a 17% reduction of collisions in such zones.

11,000 people took part in last year’s Sky Ride in Southampton. If you are elected what would you do to encourage these same people to cycle regularly in the city.

Angela Mary COTTON (Green Party)	Improving cycling infrastructure. Promoting the idea of “car free Sundays”. Working with Schools to encourage children to cycle to school, thus promoting the idea of cycling as a mode of transport rather than just a leisure activity.

How important do you consider the role of active travel (cycling and walking) in improving the air quality in the city and so avoid paying a large fine to the EU.

Angela Mary COTTON (Green Party)	A large number of journeys would need to shift from car to cycling or walking to make a significant difference to the amount of air pollution arising from car traffic. However active travel has many other benefits and should certainly be encouraged along with actions to reduce air pollution from the port, industry and commercial vehicles.

Secondly, I believe that all cities have a duty to participate in tackling global warming – transport is currently responsible for about 20% of the UK’s CO2 emissions. Thirdly, the exercise from active travel contributes a healthier lifestyle.

London’s Mayor has launched plans for proper prioritisation of space for cycling in London, with a 15-mile substantially-segregated route by removing traffic lanes from cars, three ‘mini-Hollands’ and more. Would you and your party support a new London-style bike plan for Southampton?

Jules POULAIN (Liberal Democrat)	When I was younger and in secondary school a few years ago, I would regularly cycle to and from school. However, I eventually gave up this routine as a result of the many shouted insults I received each week from some drivers. Even when I was abiding by the law by cautiously cycling along the left of the road, many drivers would – often with expletives – complain that I wasn’t cycling on the pavement, despite the many pedestrians. I greatly sympathise with cyclists, as fellow road users frequently and unfairly disrespect them!
