# Question 1

What experience do you have of cycling in the Southampton area?

Angela Mary COTTON (Green Party) Cycling has been my main mode of transport around the city for the whole 30 years that I have lived in Southampton. I have never owned a car.
Kevin HAYES (Trade Unionist and Socialist Coalition) The candidate has not responded to the survey.
Alan KEBBELL (UK Independence Party (UKIP)) The candidate has not responded to the survey.
Frances MURPHY (Labour and Co-operative Party) The candidate has not responded to the survey.
Jules POULAIN (Liberal Democrat) Admittedly, I have not yet cycled in Southampton.
Spiros VASSILIOU (The Conservative Party) The candidate has not responded to the survey.

# Question 2

We believe that 20mph should be the norm for local streets in residential areas (as distinct from main connecting roads). 20mph would: greatly encourage walking and cycling; improve the quality of life in an area for residents; and would not delay car journeys significantly (because only the start/end of a journey would be affected). Do you agree that 20mph should become the norm for local streets in Southampton?

Angela Mary COTTON (Green Party) Yes.
Jules POULAIN (Liberal Democrat) I would support an extension of 20mph speed limit zones, as not only would this encourage cycling and lead to the other benefits mentioned above, it would also reduce the number of collisions. In my hometown of Brighton, the introduction of 20mph zones led to a 17% reduction of collisions in such zones.
Spiros VASSILIOU (The Conservative Party) The candidate has not responded to the survey.

# Question3

11,000 people took part in last year’s Sky Ride in Southampton. If you are elected what would you do to encourage these same people to cycle regularly in the city.

Angela Mary COTTON (Green Party)

Improving cycling infrastructure. Promoting the idea of “car free Sundays”. Working with Schools to encourage children to cycle to school, thus promoting the idea of cycling as a mode of transport rather than just a leisure activity.

Jules POULAIN (Liberal Democrat) Most importantly, I would advocate an increase in the number of cycle lanes across Southampton. In this task, I would be willing to discuss with the Southampton Cycling Campaign which of the cities’ routes are most preferred by cyclists for the development of cycle lanes. However, current congestion along certain roads might restrict the development of cycle lanes.
Spiros VASSILIOU (The Conservative Party) The candidate has not responded to the survey.

# Question 4

How important do you consider the role of active travel (cycling and walking) in improving the air quality in the city and so avoid paying a large fine to the EU.

Angela Mary COTTON (Green Party)

A large number of journeys would need to shift from car to cycling or walking to make a significant difference to the amount of air pollution arising from car traffic. However active travel has many other benefits and should certainly be encouraged along with actions to reduce air pollution from the port, industry and commercial vehicles.

Jules POULAIN (Liberal Democrat)

There are numerous reasons why promoting active travel is important. Firstly, reducing the amount of air pollution in the city improves the respiratory health and quality of life of Southampton’s residents. Secondly, I believe that all cities have a duty to participate in tackling global warming – transport is currently responsible for about 20% of the UK’s CO2 emissions. Thirdly, the exercise from active travel contributes a healthier lifestyle.

Spiros VASSILIOU (The Conservative Party) The candidate has not responded to the survey.

# Question 5

London’s Mayor has launched plans for proper prioritisation of space for cycling in London, with a 15-mile substantially-segregated route by removing traffic lanes from cars, three ‘mini-Hollands’ and more. Would you and your party support a new London-style bike plan for Southampton?

Angela Mary COTTON (Green Party) Yes, definitely. Safer routes would encourage more people to cycle.
Jules POULAIN (Liberal Democrat) I would happily consider the segregation of particular routes, although it is important that such routes do not currently receive too much traffic. The introduction of cycle routes along some roads may worsen congestion.
Spiros VASSILIOU (The Conservative Party) The candidate has not responded to the survey.

# Question 6

Do you believe that Dutch-quality cycle provision, with cycle tracks that are separate both from pedestrians and motor traffic and that have priority over side roads should be our aspiration and should a) be included within all new traffic schemes and b) be considered and consulted on for all modifications to existing schemes?

Angela Mary COTTON (Green Party) Yes. Cycle tracks that do not have priority at side roads disrupt cycle journeys and can deter cyclists from using them.
Jules POULAIN (Liberal Democrat) A) Generally, yes, but it depends on how wide the roads of new traffic schemes can afford to be. B) Yes.
Spiros VASSILIOU (The Conservative Party) The candidate has not responded to the survey.

# Question 7

Do you support our view that traffic policing, of all groups of road users (cyclists, drivers, etc), should become a greater police priority, and that this should be evidence-based, namely based on the relative levels of danger presented by each such group?

Angela Mary COTTON (Green Party) Yes.
Jules POULAIN (Liberal Democrat) I do believe that traffic policing of road users should be evidence-based, on the relative levels of danger presented by each group.
Spiros VASSILIOU (The Conservative Party) The candidate has not responded to the survey.

# Question 8

Do you have any other general cycling-related comments or points? And what support have you given for cycling and walking, or sustainable transport more generally, in the recent past?

Angela Mary COTTON (Green Party)

I ran a bike user group at my place of work for some years. I am a member of Southampton Cycling Campaign and for several years until 2014 edited the Cycling Campaign newsletter.

Jules POULAIN (Liberal Democrat)

When I was younger and in secondary school a few years ago, I would regularly cycle to and from school. However, I eventually gave up this routine as a result of the many shouted insults I received each week from some drivers. Even when I was abiding by the law by cautiously cycling along the left of the road, many drivers would – often with expletives – complain that I wasn’t cycling on the pavement, despite the many pedestrians. I greatly sympathise with cyclists, as fellow road users frequently and unfairly disrespect them!

Spiros VASSILIOU (The Conservative Party) The candidate has not responded to the survey.

Southampton Cycling Campaign is a non-partisan body. All candidates are given an equal opportunity to submit their views.
