What experience do you have of cycling in the Southampton area?

We believe that 20mph should be the norm for local streets in residential areas (as distinct from main connecting roads). 20mph would: greatly encourage walking and cycling; improve the quality of life in an area for residents; and would not delay car journeys significantly (because only the start/end of a journey would be affected). Do you agree that 20mph should become the norm for local streets in Southampton?

Lindsi BLUEMEL  (Green Party)	I definitely agree that 20 should be the norm for residential roads. I would extend it to include the sections of connecting roads that are also residential eg Bitterne Road West, Winchester Road, Bassett Avenue and Thornhill Rd. The only roads that should not be 20 are those entirely non-residential such as Tebourba Way and Thomas Lewis Way.

Lindsi BLUEMEL  (Green Party)	I would i) incentivise cycling by, for example, discounts for those who arrive by bike when visiting Sea City, Tudor House etc (or offer free cup of tea as National Trust does)  ii) use a significant proportion of the 15 billion roads budget to extend cycle lanes/paths so that there are no “missing links” ie make it easy and safe to cycle around the city without having to negotiate any dangerous roads or junctions  iii) improve signage so it is easy to find a safe cycle route to your destination.

London’s Mayor has launched plans for proper prioritisation of space for cycling in London, with a 15-mile substantially-segregated route by removing traffic lanes from cars, three ‘mini-Hollands’ and more. Would you and your party support a new London-style bike plan for Southampton?

Lindsi BLUEMEL  (Green Party)	Not in the life of the next council. In order to justify this expenditure there would need to be a higher percentage of cyclists, otherwise it would create a negative response from other road users.  In London, Boris’s scheme comes after a massive increase in cycling; it’s not justifiable for 2% of journeys. I believe the council should concentrate on improving the present provision and making safe cycle paths/lanes continuous and throughout the city, rather than throw money at a few high-profile schemes which only benefit cyclists if they are using particular routes.

Lindsi BLUEMEL (Green Party)	Yes, where there is room. Roads with lower motor traffic volumes could probably have cycle lanes marked by broken white lines and likewise, little used pavements don’t need segregation. Yes, there should always be consultation.

Do you have any other general cycling-related comments or points? And what support have you given for cycling and walking, or sustainable transport more generally, in the recent past?

Lindsi BLUEMEL  (Green Party)	I would like to see greater priority given to pedestrians and cyclists in all road schemes. I believe we should remove most of the pelican crossings in designated areas eg city centre and peds can cross wherever, similar to the new Exhibition Road scheme in London.  This council is installing more and more pelican/toucan crossings at great cost rather than simply reducing speeds and making larger areas “shared space”.  More junctions where all (except motor vehicles) can cross in any direction at the same time (called something like simultaneous red).
