# Question 1

What experience do you have of cycling in the Southampton area?

Adrian FORD (Liberal Democrat)  The candidate has not responded to the survey.
Richard John LYONS (UK Independence Party (UKIP))  The candidate has not responded to the survey.
Glyn David OLIVER (Trade Unionist and Socialist Coalition)  The candidate has not responded to the survey.
Rosie Beth PEARCE (Green Party)

Like many others, I have been put off from cycling locally due to safety worries. However, I do not own a car and so walk nearly everywhere, so have a similar carbon footprint!

As part of my degree at the University of Southampton, I am currently enrolled on a project to assess the impact of the ‘My Journey’ cycling scheme being carried out by the local city council. This has led me to interview a number of local cyclists, and I have gained an understanding of barriers and issues that residents find when cycling (or not) in the local area.

Jacqui RAYMENT (Labour Party) As a younger adult cycled round a lot. In later life not much. Son is both a social and professional cyclist. So he makes sure I am aware.
Calvin SMITH (The Conservative Party) The candidate has not responded to the survey.

# Question 2

We believe that 20mph should be the norm for local streets in residential areas (as distinct from main connecting roads). 20mph would: greatly encourage walking and cycling; improve the quality of life in an area for residents; and would not delay car journeys significantly (because only the start/end of a journey would be affected). Do you agree that 20mph should become the norm for local streets in Southampton?

Adrian FORD (Liberal Democrat) The candidate has not responded to the survey.
Richard John LYONS (UK Independence Party (UKIP)) The candidate has not responded to the survey.
Glyn David OLIVER (Trade Unionist and Socialist Coalition) The candidate has not responded to the survey.
Rosie Beth PEARCE (Green Party)

I do. I know that the policy has been a success in Brighton, where it was implemented in previously dangerous areas for cyclists throughout the city. Deaths and injuries have decreased, and more people are cycling and walking due to increased road safety. I would love to see a similar transformation locally in Southampton.

Jacqui RAYMENT (Labour Party) No I do not – there is conflicting evidence. As to the benefits, it is a costly thing to introduce. We will put in 20s where appropriate. The recent pilot did not achieve the expected outcome.
Calvin SMITH (The Conservative Party) The candidate has not responded to the survey.

# Question 3

11,000 people took part in last year’s Sky Ride in Southampton. If you are elected what would you do to encourage these same people to cycle regularly in the city.

Rosie Beth PEARCE (Green Party) I would petition the council to spend more of its funds from the department of transport on better infrastructure for cyclists, to aid its work in building local enthusiasm for cycling. I would support safety initiatives that help cyclists to become more responsible and safer road users. From my research for the local council as part of my degree course, I know that many more people are starting to cycle in Southampton, due to initiatives such as Skyride and My Journey. However, to retain these enthused new cyclists, they need to know how to be safe, and be given every opportunity to stay so, on the road and on paths.
Jacqui RAYMENT (Labour Party) As the cabinet member, I welcome Sky Ride. Would continue to support and encourage cycling in the city. I reintroduced the SCC Cycling forum. I also appointed a cycle champion.
Calvin SMITH (The Conservative Party) The candidate has not responded to the survey.

# Question 4

How important do you consider the role of active travel (cycling and walking) in improving the air quality in the city and so avoid paying a large fine to the EU.

Having people cycle and walk to destinations rather than using polluting vehicles will contribute to lowering the pollution locally. The CO2 put out by road vehicles accounts for about 1/5 of total UK carbon dioxide emissions, so successfully petitioning residents to swap from driving to walking or cycling will have a significant impact. This is sorely needed in Southampton – as I walk down Portswood road each morning on my way to university, I am reminded of one reason why childhood asthma and respiratory problems are rising – the pollution from all of the cars on the road!

Improving air quality not only saves us money by preventing a fine from the EU, but will save lives in Southampton.

Jacqui RAYMENT (Labour Party) We need to do all we can to address air quality issues. Thats why we have just had a scrutiny enquiry. We will be looking to see what recommendations we can deliver.
Calvin SMITH (The Conservative Party) The candidate has not responded to the survey.

# Question 5

London’s Mayor has launched plans for proper prioritisation of space for cycling in London, with a 15-mile substantially-segregated route by removing traffic lanes from cars, three ‘mini-Hollands’ and more. Would you and your party support a new London-style bike plan for Southampton?

Adrian FORD (Liberal Democrat) The candidate has not responded to the survey.
Richard John LYONS (UK Independence Party (UKIP)) The candidate has not responded to the survey.
Glyn David OLIVER (Trade Unionist and Socialist Coalition) The candidate has not responded to the survey.
Rosie Beth PEARCE (Green Party) So long as budget permitted, yes.
Jacqui RAYMENT (Labour Party) Would need to know more about this.
Calvin SMITH (The Conservative Party) The candidate has not responded to the survey.

# Question 6

Do you believe that Dutch-quality cycle provision, with cycle tracks that are separate both from pedestrians and motor traffic and that have priority over side roads should be our aspiration and should a) be included within all new traffic schemes and b) be considered and consulted on for all modifications to existing schemes?

Adrian FORD (Liberal Democrat) The candidate has not responded to the survey.
Richard John LYONS (UK Independence Party (UKIP)) The candidate has not responded to the survey.
Glyn David OLIVER (Trade Unionist and Socialist Coalition) The candidate has not responded to the survey.
Rosie Beth PEARCE (Green Party)

Yes to both. Priority for segregating motor traffic and cyclists should be on the fastest speed limit roads.

Jacqui RAYMENT (Labour Party) We have looked far and wide to see what we can deliver. We now consult with numerous groups on new cycle schemes.
Calvin SMITH (The Conservative Party) The candidate has not responded to the survey.

# Question 7

Do you support our view that traffic policing, of all groups of road users (cyclists, drivers, etc), should become a greater police priority, and that this should be evidence-based, namely based on the relative levels of danger presented by each such group?

Adrian FORD (Liberal Democrat) The candidate has not responded to the survey.
Richard John LYONS (UK Independence Party (UKIP)) The candidate has not responded to the survey.
Glyn David OLIVER (Trade Unionist and Socialist Coalition) The candidate has not responded to the survey.
Rosie Beth PEARCE (Green Party) Yes.
Jacqui RAYMENT (Labour Party) Yes.
Calvin SMITH (The Conservative Party) The candidate has not responded to the survey.

# Question 8

Do you have any other general cycling-related comments or points? And what support have you given for cycling and walking, or sustainable transport more generally, in the recent past?

Adrian FORD (Liberal Democrat) The candidate has not responded to the survey.
Richard John LYONS (UK Independence Party (UKIP)) The candidate has not responded to the survey.
Glyn David OLIVER (Trade Unionist and Socialist Coalition) The candidate has not responded to the survey.
Rosie Beth PEARCE (Green Party)

I have lived car-free for my entire duration at university, taking a bus pass last year and choosing to walk almost everywhere this year. Therefore, I have knowledge about sustainable transport and walking locally.

As previously mentioned, I chose a pre-dissertation project as part of my degree that focused on cycling, and this has educated me about issues facing local cyclists. These have included (but are not limited to): better cycling paths, better education about the rules of the road for both cyclists and motorists, and more advertising for the ‘bike doctor’ that visits the town centre each week.

I know that Bevois, the ward I am standing in representing the Green Party, has the highest levels of cycling in all of Southampton, but would love to encourage the making of even more local cyclists – hopefully, even myself!

Jacqui RAYMENT (Labour Party) SCC has in the last 2 years invested more time/money in to improving sustainable transport. My Journey is achieving modal shift – slowly, but it is delivering.
Calvin SMITH (The Conservative Party) The candidate has not responded to the survey.

Southampton Cycling Campaign is a non-partisan body. All candidates are given an equal opportunity to submit their views.
