Granting of planning permission for retail premises should include, as a condition, provision for cycle parking. This need cost the council a penny and over time would encourage more use of cycles for shopping. One secure point to lock up a cycle would be sufficient for smaller shops with several cycle stands for larger shops. The cost to retailers would be low in relation to opening a shop and would help to encourage trade from cyclists.
